New issue 3924 by [email protected]: BreakLocationIterator is not GC safe,
but is used in code that can trigger GC.

BreakLocationIterator uses RelocIterator that has raw pointers and is not
GC safe.
BreakLocationIterator::ClearBreakPoint can trigger GC in
DebugInfo::ClearBreakPoint, which invalidates the RelocIterator and crashes
in gc-stress.
