incorrect for the past/future date for a timezone whose offset has changed
over time (e.g. Europe/Moscow, America/Indiana/*)

Chrome 40.0.2214.115 (64-bit) still think that 2014-06-01T12:20:03Z is
15:00 of Moscow time. Firefox works correctly (16:00).
