What would be a use case for %GetBailoutReasonMessage? I'd like to point
out that bailing out or not is an implementation detail, and it can change
any time. Furthermore, it depends on the compiler being used (Crankshaft
vs. TurboFan).
It's useful to display the bailout reason in dev tools, so developers can
see what might be written differently etc., but IIRC we already have this.
