New issue 3942 by [email protected]: Add usage counters for legacy const

Needed to make a decision on proceeding with sloppy mode let/const.
We have a countre just for legacy const usage, but also maybe for
problematic incompabible-with-ES6 usages of it as well.
We should get that done in M43 to start gathering data.
