New issue 3957 by [email protected]: should the polymorphic_code_cache
and the context's normalized map cache be done using weak cells?

Currently we mark them grey without enqueing them for marking and flush
them at the end of GC to somehow simulate weak cells.
If we used real weak cells, the caches would be potentially longer living,
which I'd guess is better for performance
