are you able to reproduce the failures in plain d8? I haven't been able to.

For the linked test, strict mode and sloppy mode shouldn't matter, because bound functions don't have own "caller" or "arguments" properties in either mode, and in both modes they inherit from Function.prototype, whose "caller" and "arguments" properties throw.

This behaviour isn't behind any flags
