Per section 13.6.4.13, in step 5b. (which occurs for `for (const/let
<BIndingPattern/name> of <expression) ` loops), a new environment is
created (step 5.b.iii) and the lexical binding is initialized in that
environment (5.b.iv).
So, for each iteration of the loop, the `const` declaration is not actually
reassigned, but completely redeclared in a new environment. Throwing here
would be incorrect
