I think this can wait for 46, even as harmony arrays get into 45. While the
divergence from the spec is observable, it's pretty obscure. It'd take some
unfortunate hacks to get the code working without new.target, and that
doesn't seem to be coming before 46, and this is also dependent on the
TypedArray proto chain change, which has to wait for 46 due to the
performance risk.
