As discussed in

we need to stabilize the set of APIs exposed via V8 extras, so that they
can stop abusing % functions.
There is a more detailed discussion in the linked doc, including reasons
for each but here is a summary of the desired APIs:
- %CreatePrivateSymbol
- %_CallFunction, or something like it
- $promiseCreate, $promiseResolve, $promiseReject
- InternalPackedArray
- %AddNamedProperty (plus DONT_ENUM, DONT_DELETE, and READONLY)
- %HasOwnProperty
This is necessary before I can begin landing any patches for V8
extras-using APIs in Blink, which I would like to do soon.
