With --harmony-sloppy we treat functions in block as let bound.
ES'15 specifies the desired behavior at
http://www.ecma-international.org/ecma-262/6.0/#sec-block-level-function-declarations-web-legacy-compatibility-semantics
and the tl;dr is that we also need to create a var binding that starts of
as undefined and gets set to the same function value when the block is
entered.
There is more to it than that but that is a good first approximation.
