Well, I found the answer, but I'm not sure if this is intended:

Additionally, there is a double-width character (¥) at code point U+FFE5 ¥ fullwidth yen sign (HTML ¥ · In the block "Halfwidth and Fullwidth Forms") for use with wide fonts, especially east Asian fonts. (from https://en.wikipedia.org/wiki/%C2%A5)

So ICU likely has the fullwide character for locales with wide fonts.
