New issue 4340 by [email protected]: new.target needs debugger support

Now that the variable holding a reference to new.target is
called ".new.target", it's filtered out of the ScopeMirror's list of
locals. If its usage starts to take off we should consider adding the info
to the mirror and decide how to surface it in the devtools UI.
