My reading of the spec is that it's configurable (since it doesn't say otherwise, and the default in http://www.ecma-international.org/ecma-262/6.0/#sec-ecmascript-standard-built-in-objects is [[Configurable]]: true).

Looks like SpiderMonkey implements this:

Object.getOwnPropertyDescriptor(/foo/.__proto__, 'ignoreCase')
Object { configurable: true, enumerable: false, get: ignoreCase(), set: undefined }

I don't have any background on the spec change, though.
