Yeah, I noticed the same problem after I sent this CL to you. I think I
should be using base::TimeTicks::Now instead; it is defined to be
monotonically increasing.
Even for POSIX base::Time::NowFromSystemTime maps to gettimeofday whereas
base::TimeTicks::Now maps to clock_gettime(CLOCK_MONOTONIC...). I think I
may have just been getting lucky on non-Windows platforms.
