Note that the preparser already (accidentally) seems to throw an error here,
because its implementation of IsValidReferenceExpression() is:

  bool IsValidReferenceExpression() const {
    return IsIdentifier() || IsProperty();
  }

and NewTargetExpression is a PreParserExpression::Default().
