The rebase + back-and-forth with 'all platforms' makes this look a bit odd,
but
the only change versus the lgtm-ed "Patch Set 1" is a one-line change in
startup-data-util.cc.
Also, this should revert cleanly (discussed w/ hablich@ because of API
freeze).
