I don't know how special this case really is (other than that our implementation is sufficiently-specialized to cause a bug). Consider:

```
function f(arg) {
  let f = () => x = 2;
  if (arg) {
    return f;
  }
  let x = 1;
  return f;
}


print(f(false)())
print(f(true)())
```

This prints 2 and then throws. It's not clear that we could have statically determined anything here.
