I saw the same flaky failure. It happens because one thread is running
while the other thread is trying to clean up c++ static destructors.
Occasionally this will cause a crash (use after free).
This CL (https://codereview.chromium.org/1294913005) should fix it.
Shell::QuitOnce() now calls Shell::Exit() which calls _exit() instead.
