An independent bot running asynchronously is taking care of tagging and
updating the include/v8-version.h file.
Chrome's Beta and Stable channel will point to a new
ref 'lkgr-<VersionOfReleaseBranch>' e.g. 'lkgr-4.5'. This ref is going to
be continuously updated by the bot to the latest LKGR of the branch.
