Builtins are generated at snapshot-time (and thus take up space in the snapshot and unconditionally for each isolate), code-stubs on-demand at runtime.
Also, builtins can have JS-linkage and can be directly installed as functions exposed to JS (e.g., RegExp.prototype.exec).
