Run into same error. Steps followed to correct: 1. Delete depot_tools 2. Environment variables: set DEPOT_TOOLS_WIN_TOOLCHAIN=0 set DEPOT_TOOLS_UPDATE=0 3. Install depot_tools again and follow to 'fetch v8'
