This is more a chromium than a V8 question (V8 caches whatever you tell it
to via the API). In chromium, I don't believe there's a flag for setting
the service worker behaviour specifically, but there is a flag for
disabling code caching entirely: --v8-cache-options=none

Otherwise, you'll want to make code changes and recompile, I think this is
the value you have to change:
