V8 is an ECMAScript engine and as such has no idea what a GUI (or "web
element") even is.

That said, you can embed V8 into your own application: you can implement
whatever hooks are needed to interface with the operating system and GUI
framework of your choice, and then use V8 to provide scripting capabilities
to your app.
