I am noticing the same bug. It seems to be failing when parsing the timezone offset ("-05:00"). But strangely, if you include a decimal fraction in the time part, it will parse -
new Date('1994-11-05T08:15:30.5-05:00')
Sat Nov 05 1994 22:15:30 GMT+0900 (JST)
