We intend to eliminate "EmitAtUses" as a proxy for "Is this instruction a
branch?". In fact, we plan to eliminate EmitAtUses completely.
Thus branching Hydrogen instructions will eventually be control
instructions in their own right, rather than non-control instructions that
happen to have EmitAtUses==true.
Then, the non-branching versions of the Lithium instructions will be
eliminated because the required code duplication and special handling isn't
worth any benefit they give.
This refactoring was begun in revision 6417.
