failing on Windows x64 build

The reloc-info iterator is erroneously returning a rinfo of
type "DEOPTIMIZATION_PADDING" after correctly returning 50 statements
positions, when the ModeMask of the iterator is set to
RelocInfo::STATEMENT_POSITION.
