I got the same error when I built by running plain 'scons' on a 64-bit system.
1. Open a "Visual Studio Command Prompt (2010)2. Run scons env="PATH:%PATH%,INCLUDE:%INCLUDE%,LIB:%LIB%" -j4 arch=ia32 mode=debug
