New issue 2118 by [email protected]: Implement clearing of non-live
transitions with incremental marking.

Keeping non-live transitions around might lead to unnecessary cross-context
garbage retention. Since incremental marking is expected to be the default,
this might lead to leaks that are not cleared before running low on overall
memory.
