New issue 2196 by [email protected]: casing of U+0130 (LATIN CAPITAL
LETTER I WITH DOT ABOVE) is incorrect

An extra character is added to the string during casing of "İ".
It appears that "İ" is decomposed to "I" and U+0307 and the resulting lower
case string incorrectly has "i" and U+0307.
"İ".toLowerCase().length
=> 2
"İ".toLowerCase().charCodeAt(0)
=> 105
"İ".toLowerCase().charCodeAt(1)
=> 775
