"stable line"? Chrome's stable channel has had these flags for a long time. If you mean enabling Harmony features by default, AFAIK there's no ETA for that.
The Harmony spec isn't final yet. And some parts of it are not backwards compatible; I haven't heard of any viable transition plan yet. Maybe we could activate some non-conflicting features earlier than others, but what's the point as long as the spec isn't even final yet? So don't hold your breath. In the meantime, better stick to ES5.1.
