I don't understand the problem.
Why would it be wrong to statically link against a static library? That's
what static libraries are for.
What does .gitignore have to do with anything? Who's pushing the Android
NDK to a git repository?
Why would we need to build the libraries when they're in the downloaded NDK?

our build system is targeting. It sounds like you're expecting the V8 build
system to build the Android NDK from source first; but that's definitely
not within the scope of the V8 project.
