I don't know what you're trying to do, so I can't help you.
If you want to build Chromium, follow the instructions at
http://dev.chromium.org/developers/how-tos/build-instructions-windows. If
building V8 on its own were required for this, it would be mentioned there,
don't you think?
If you want to build stand-alone V8 binaries, follow the instructions at
http://code.google.com/p/v8/wiki/BuildingWithGYP. In this case, there is
no "chrome" project.
