New issue 2649 by erik.corry: build/README.txt is out of date

After building the Makefile with
build/gyp_v8
No Makefile-ia32 file is created, so the next suggested command line:
make -f Makefile-ia32
fails.
Also it would be nice with a top-level BUILD.txt file that contained
something like:
See build/README.txt for build instructions.
