This issue is related to issue chromium:241815 for which we have a fix in
flight. The backing store of the large WeakMap is getting a progress bar
and incremental marking is failing to make enough progress when scanning
the backing store.
With the above fixed we still have large pauses in the final atomic marking
step. We need to investigate this further.
