Confusing as it is, this is actually working as intended: The only
officially supported way of running tests is via the test runner, not via
cctest directly, so you should use
./tools/run-tests.py cctest/test-api
or
make x64.debug TESTJOBS=cctest/test-api
In our case the crucial difference is that the runner runs the tests in
question in separate processes.
