New issue 2773 by [email protected]: Some intl/ tests require
getDefaultLocale and getDefaultTimezone

in the v8-i18n the testrunner would provide these methods as v8 extensions.
Now that we use d8 to run the tests, we need to find a new way.
A possible solution might be to add native implementations and expose
natives for the test
