This is a known issue; I guess it didn't have its own bug, though it was
called out explicitly in issue 2409 (the cover bug for Object.observe).
I've had a proposed fix (one of several) for this around for a long time
(https://codereview.chromium.org/11802003/). The objection was that adding
anything to the API for Object.observe wasn't appropriate while it was
still an experimental feature behind a flag. Is that objection gone?
