Tagging smi constants as HType::Smi() independent of the representation seems wrong, compared to our current usage of HType::Smi() (mostly meaning: it's a smi disguised as Representation::Tagged(), so no tag-check needed). However, this
was already there before; and I can't immediately think of a situation where
this may break; so lets just keep it as it is for now.
