New issue 2814 by [email protected]: Increase CPU profiler sampling rate

Current implementation of V8 CPU profiler takes samples once per 5ms on
Android and once per 1ms on other platforms. Many graphical applications
try hard to perform frame rendering in 16ms and having only 16 samples for
such time frame is not enough. We'd like to decrease sampling interval to
at lease 100 microseconds.
