New issue 2853 by [email protected]: OS::Ticks() is not monotonic, rolls
over in Windows

OS::Ticks() is currently broken in various ways:
(a) It's not monotonic.
(b) It rolls over in Windows after ~49.7 days because it's using
timeGetTime().
(c) It does not use high-resolution timers, which are required for the
upcoming sub-millisecond sampling in the CpuProfiler.
