Description:
Implement OptimizedCodeTable, which abstracts the logic of traversing
OptimizedCodeEntries away from the actual links. Add tests for
OptimizedCodeTable, and sketch (only for review) the interactions of the
deoptimizer with the OptimizedCodeTable.
