By the way,
third_party\python_26\python build\gyp_v8 -Dtarget_arch=ia32
works, and I get the v8 shell exe.
third_party\python_26\python build\gyp_v8 -Dtarget_arch=ia32
-Dcomponent=shared_library
DOES NOT work as it used to (for building a DLL).
