Revert Hydrogenization of BinOps due to Chromium bug 304565.
The following three CLs were reverted:
* "Reland "Hydrogenisation of binops"" (r17104)
* "Calm down GCMole after r17104." (r17106)
* "MIPS: Hydrogenisation of binops" (r17108)
