New issue 2932 by [email protected]: MemoryBarrier implementation in
platform-win32.cc is no longer necessary

The most recent version of MinGW has its own implementation of
MemoryBarrier, so the custom implementation for MinGW builds of v8 can be
removed.
Version numbers as defined in _mingw.h for my build environment:
#define __MINGW_VERSION 4.0
#define __MINGW32_VERSION 3.20
