New issue 2936 by [email protected]: Debugger::EnqueueDebugCommand() thread-safety

According to the documentation in include/v8-debug.h, it's safe to call Debug::DebugBreakForCommand() (which in turn calls Debugger::EnqueueDebugCommand()) from another thread.

Looking at the implementation, it uses a mutex-protected queue to store the command object in but afterwards does an unprotected InDebugger() check.

Looking at it, I can't shake the feeling that it seems susceptible to memory reordering and/or race conditions.
