String.prototype.normalize method

The spec is here -
http://people.mozilla.org/~jorendorff/es6-draft.html#sec-string.prototype.normalize
and is not expected to change. It also relies on stable unicode document
for the actual implementation.
It adds a new method to the String.prototype so it shouldn't affect current
users.
The i18n team would implement the feature.
