Ok, let’s make this issue about`String.fromCodePoint` and
`String.prototype.codePointAt` only, since there’s a patch. Could someone
change the title please, or give me permissions to do so?
Then, the patch could be landed and the `Blockedon` label could be removed.
We could use issue 2943 for `String.prototype.normalize`.
