New issue 2991 by [email protected]: Concurrent thread are not spawned
for Chrome on Linux

Due to sand-boxing, we assume that there is not enough cores available to
justify concurrency, so we disable it.
Ideally, we would have Chrome tell V8 how many cores are available, in
order to circumvent the sandbox.
