@adamk, potentially. Danno speculated about generalizing bits in the
primary map field which would direct behavior of ICs (rather than represent
attributes). A first step at this might be a "defer to runtime for store
ICs", which observed, frozen & sealed, etc... all could set.
Normalizing elements as a mechanism to signal the ICs to drop into the
runtime is unfortunate.
