log names as querystring

This is a feature request to simplify the integration of v8 profiler with
telemetry. At the end of a telemetry run, we would like to provide the user
with a single URL that contains the output file information, opening the
URL automatically loads the log file and process it.
For example
http://.../tick-processor.html?log=/path/to/v8.log
When the tick-processor loads, it also preloads that file without the user
interaction with the page.
